My idea for Jill was that she is a fairly well-connected woman working in Washington, DC (The Hill, yes?), but then it occurred to me that I'm not sure DC is the capitol of the UCAS, so, anyway, she's a rumor monger.

They certainly weren't going to make it Ottawa! ;-P
If you check the Map of the UCAS, you'll see that FDC is listed as the Capital.
